Child Friendly Local Governance (CFLG)

Description of the Project: The project is built on promising work under the district( Manikgonj) where the aspects of Child Friendly Local Governance (CFLG) has been implemented since 2012.The local governance framework is very important because this level of government is most closely in contact with children. Strengthening this framework has the potential to benefit all children in Bangladesh but will particularly benefit the most disadvantaged through better planning and increased investment targeting the most disadvantaged groups. Local governance has an important role to play in ensuring the rights of children. Local development plans and budgets are made at this level and government services such as education, health, water and sanitation, birth registration and social protection programs are delivered through local government institutions. BNWLA started working on the aspects of CFLG in 2012 at Manikgonj areas including two unions only. During 2014-2015 this project has started to work in 1 Upozilla, 1 Paoroshova and 10 unions under Shodor Upozilla, Manikgonj. These projects have been supported by Save the Children Sweden. The CFLG framework has been designed based on the learning and experiences and further developed in 2014 and 2015 based on funding from SC Sweden & SC Denmark. Project Started January 2013 and Project End December 2015.

Activities included are awareness raising, capacity building, complaint & response mechanism, child rights situation monitoring, service delivery and advocacy. As a result of these activities, local government members have set up 11 Complaint Boxes in their office premises. Once a month children provide their opinion directly to the Chairman of the Union Parishad. In 10 unions the local government has allocated a budget for children. BNWLA is being supporting and facilitating children to participate in the local governance decision making and budgeting process. BNWLA is also responsible to organize training for children and to build their capacity to monitor and initiate the advocacy on CFLG. Furthermore, BNWLA is also providing capacity building support to the local government to ensure participation of children and community people on local government planning, budgeting and monitoring process. The organization thus, provides support to the local government and children as per their need relevant to this project.

Specific objective        1: By 2015, the quality of service delivery and responsiveness of selected Local Government Institution (LGIs) towards children has improved


Specific objective        2: By 2015, the capacity of Children, youth and civil society, to engage in local governance and hold LGI accountable towards better services for children and youth is enhanced


Specific Objective       3: By 2015, participation of children in local governance has been institutionalized in project areas.


Working area: BNWLA CFLG project have worked in 1 Upazilla Parishad (UZP), 10 UnionParishads (UP) and 1 Municipal Corporation including the 9 wards of the municipality of Manikganj district .
